Given that punishments for insubordination were often severe, sailors who wished to lodge a complaint felt safer doing so in a group. No one wished to stand out as the ringleader, so signatures on petitions were written in a circle, with the names radiating from the center like the spokes of a wheel. This made it impossible to tell which petitioner had been the first to sign. Nowadays, “round robin” refers to any event where each person or player has a turn. In a round-robin tournament, each competitor is pitted against every other in turn.
